Seven lines, seven flags
Each of these people has a Steam achievement and a console trophy. The trophy names are the closest thing to official display titles for the quests: Rebirth (Ivo), Family Found (Vos), Don’t Touch That! (Tetsa), Bug Fanatic (Nova), Redemption (Verrik), Tell My Story (Zaramondus), Cat Connection (Town Recluse).

How the bell works
The hand-bell is not flavor. NPC events are scheduled to a ring. If a prompt appears and no line plays, you may be on the wrong minute, or you may be on the loop where that person will not return. Tetsa, specifically, does not come back in the loop where you stopped her experiment. Go to a later loop and check her usual spot.
Better With Friends tracks whether you finished these lines, not whether you stood near them in the Ocean. Ivo may be absent from that gathering on purpose. Do not fail his quest for that.
